Description

help(os.fsdecode)

Decode filename (an os.PathLike, bytes, or str) from the filesystem
        encoding with 'surrogateescape' error handler, return str unchanged. On
        Windows, use 'strict' error handler if the file system encoding is
        'mbcs' (which is the default encoding).
